. obama would like to have spending end up at 23%. romney and ryan both want it down at 20%. so there's a clear difference, and they all agree on where it should go. what gets interesting is as you dig into the detail of what gets cut, and you'll see some very, i think, fascinating differences among these guys. so on social security, as you heard president obama say in the last debate, the three guys are actually in the same place. they want to spend the same amount on social security in the next ten years. when you get to medicare, romney and ryan are in the same place, but romney actually a as you also heard him say, wants to repeal the $716 billion. it's actually $900 billion of cuts. he would spend more on medicare than ryan or obama. and then you have obamacare. >> let me ask you really quickly. if anybody has heard, let me know. has mitt romney said what he wants to do with the $716 billion? >> essentially it would be used to get his spending down to that 20% level because you're going to see in a minute, he has a bunch of other places he wants to spend money. >> spend the $716

. mitt romney holds rallies in both ohio and iowa. and i want to take another look at those two polls that everyone is talking about this morning. they seem to paint different pictures of this race. the pew research center gives mitt romney a four-point lead over president obama. 49% to 45%. that survey did include more likely voters who identify themselves as republicans. however, the latest gallup tracking poll has president obama leading mitt romney 50% to 45%. this poll does include voters who were surveyed before the presidential debate which most voters say romney won though interestingly enough, it showed movement toward obama yesterday. all right. hard to keep track of. there's a lot going on here. cnn political reporter peter hamby joins us live from washington. please, peter, make sense of this for us. >> okay. these are the first two real credible polls we've seen since the debate. the bottom line here is there's movement in both toward mitt romney. you're right. the gallup poll had about three days of sampling before the debate that showed obama winning. after the debate,

governor romney is going to win ohio this year. host: both of them have been there numerous times to the president just 15 times this year, 30 times since he has taken office. tell me about ohio. caller: ohio is a class a purple state, well balanced between democrats and republicans, a microcosm of the country in the sense that you have blue caller workers, you have -- however, the state is older, probably more caucasian, a little white r. it has really been hit by the economic downturn, especially heavy industry. both sides think they have a real shot at winning the state. i think in the early going, the obama campaign scored well on their class warfare argument. that is one of the staples of the obama campaign, "you are not doing well because this guy in his career is doing too well." now i think the public is beginning to understand that it is the bad economic policies of this administration that is causing everybody to do less well than they should. so i think now mitt romney and paul ryan are starting to pick up. host: what kind of ground game do you need to pick up ohio? gue

't know both plans they don't know which way to vote according to their income. let's start with income tax rates. >> we have 6 different rates. romney prefers a tax code he would like to lower the rate across the board. the low rate would be 8 percent the top rate 28 percent. if you make 60,000 dollars you are looking at a tax cut of about $500 on average. obama would like to raise the rates for the top income earners to 36 percent # 39.6 percent. doesn't effect those between 200 and 500,000 you are looking for tax liability of $3,300 on aying for years. if you are a millionaire tax liability 185,000 per year. that's president obama's plan. what about if you are in the highest tax bracket for romney's plan? >> now we are looking at dividends and capital gains. what romney would like to do is he would like to eliminate taxes on capital gains dividends for those making less than 200,000 dollars keeping it at 15 percent for everybody else. now obama must raise the capital gains again on the top earning income individuals. he wants to raise it on them and take dividends to the ordinary rat
